Regional Rural Banks: The Past and the Present Debate

Regional Rural Banking in India has entered its third phase, after the first two phases of rapid expansion and neo-liberal reforms, respectively. While the third phase is distinguished in terms of the few attempts to strike a balance in the conundrum of 'viability versus outreach', a decisive break from the policies aimed at liberalization of banking is indispensable to a 'bank-led equitable rural growth' strategy.
