Patnaik explains that the transfer schemes being mooted
by the congress and the BJP are indicative of the
crisis of neoliberal capitalism, with evidence that
whatever the level of growth under the regime, the
poor are unlikely to benefit. But neoliberalism also
prevents the mobilisation of resources to finance
such schemes, deepening the crisis.
